1Service principles
LABORWORK is committed to providing services that are clear, professional and reliable. This Policy explains the circumstances in which an initial service fee or any other amount paid to LABORWORK may be refunded in full, refunded in part, or is non-refundable.
The right to a refund depends on the type of service, the stage already reached, the work LABORWORK has already completed, official fees or third-party costs already incurred, and the reason for the cancellation or for the service being unable to proceed. The service type, price and payment schedule will be shown to the customer before they confirm use of the service.
2Types of payment
2.1 Initial service fee: the first instalment payable to register and begin work on the service.
2.2 Additional service fees: subsequent instalments payable when the case reaches a defined stage.
2.3 Official fees: amounts payable to government agencies, embassies, consulates or official processing centres.
2.4 Third-party costs: costs such as medical examinations, insurance, translation, delivery, payment processing or other external services.
2.5 Official fees and third-party costs that have already been paid or committed are generally not refundable by LABORWORK.
3Service categories
3.1 Category A — Government programme services or multi-stage services
Applies to services that depend on a cabinet resolution, an official announcement or a temporary government registration programme; that involve multiple stages; that must be filed within a government-defined period; or that are paid in instalments. Examples include large-scale worker registration programmes, work permit renewal programmes, and government programmes of a similar nature.
3.2 Category B — General individual services
Applies to ordinary individual services that do not depend on the future opening of a government programme. Examples include reporting to the Immigration Bureau, visa and re-entry permit services, change of employer, passport or CI services, embassy documentation, and other services of a similar nature.
4Refunds for Category A services
4.1 Before document review or data processing in the system. If the customer cancels before LABORWORK has reviewed the documents or recorded and processed the customer's data in the system, the Company will refund the initial service fee in full.
4.2 After review or processing, but before the first official submission. LABORWORK will retain 50% of the initial service fee as a document review and processing charge, and will refund the remaining 50%.
4.3 After the first official submission. Once LABORWORK has made the first official submission — such as filing a Name List or an equivalent submission — the initial service fee is non-refundable.
4.4 Where the government does not open the programme. LABORWORK may accept registrations before the government has officially announced, approved or opened a programme. If the relevant programme does not open or is not authorised, with the result that the service cannot lawfully proceed, LABORWORK will refund the initial service fee in full without deducting a processing charge, even where the Company has already begun internal review or data entry.
This exception does not apply where the government has opened the programme but the customer is individually ineligible, fails to act within the deadline, fails to pay on time, or fails to submit the required documents.
5Refunds for Category B services
5.1 Before document review or data processing in the system. If the customer cancels before LABORWORK has reviewed the documents or processed the data in the system, the Company will refund the initial service fee in full.
5.2 After review or data processing. LABORWORK will retain 50% of the initial service fee as a document review and processing charge, and will refund the remaining 50%.
5.3 After an application has been filed or external costs have been incurred. Once LABORWORK has filed an application, booked or confirmed an appointment, paid or committed official fees or third-party costs, submitted documents to an authority or external provider, or performed a substantial part of the work, the initial service fee is generally non-refundable. Additional service fees will be assessed according to the work already performed and the costs actually incurred.
6Additional instalments and unused balances
For services paid in instalments, a refund after additional payments have been made will be calculated by deducting the following:
6.1 The value of the work LABORWORK has already performed.
6.2 Official fees paid or committed to government agencies, embassies, consulates or other official bodies.
6.3 Medical examination, insurance, translation, delivery, appointment or other third-party costs.
6.4 Other costs incurred specifically for that case.
Any verified unused balance will be refunded to the customer as appropriate. LABORWORK will explain the basis of the calculation to the customer.
7Customer obligations and customer-caused circumstances
The customer must provide information that is complete, accurate and still valid, submit the required documents, pay each instalment, and attend appointments within the deadlines notified by LABORWORK or set by the relevant authority.
If a case expires, becomes void, is rejected or cannot proceed because the customer fails to pay on time, fails to submit documents by the deadline, misses an appointment, provides inaccurate information or expired documents, or fails to follow reasonable instructions, LABORWORK shall not be responsible for the outcome. Amounts covering work already performed and costs already incurred will not be refunded; any unused balance will be assessed in accordance with this Policy.
8Government decisions, policy changes and approvals
LABORWORK provides preparation, filing, coordination and follow-up services, but final approval, processing times and additional requirements are within the authority of government agencies, embassies, consulates or other relevant official bodies. LABORWORK does not guarantee that an application will be approved or completed by any given date.
Authorities may change, suspend, postpone or cancel policies, deadlines, eligibility criteria, fees, procedures or intake systems. LABORWORK is not responsible for refusals, delays or the inability to perform a service arising from such changes. Refunds will be assessed according to the stage reached, the work completed, non-recoverable costs and any unused balance — except in the case described in clause 4.4, where a programme that accepted advance registration does not open.
9Force majeure
LABORWORK is not responsible for delay or inability to provide a service arising from events beyond its reasonable control, such as natural disasters, floods, fire, epidemics, war, civil unrest, strikes, widespread power or communications failure, cyber attack, the closure of government offices, failure of government systems, border closures, embassy closures, or other events of a similar nature.
LABORWORK will take reasonable and appropriate steps to reduce the impact and to resume service when able. Deadlines may be extended, or work may be temporarily suspended. If the service cannot be performed permanently, the refund will be calculated after deducting the value of the work already performed and any official fees or third-party costs that cannot be recovered.
10LABORWORK errors, and duplicate or excess payments
If the customer has provided documents, made payment and cooperated fully within the deadlines, but LABORWORK is unable to complete the service solely because of LABORWORK's own error, the Company may first correct or re-file the application, where this remains lawfully possible and the customer agrees. Otherwise, LABORWORK will refund the portion relating to the incomplete work, together with any official fees or third-party costs that remain unused and still held by LABORWORK.
Amounts verified as duplicate or excess payments will be refunded in full or, if the customer agrees, may be applied as credit towards another LABORWORK service.
11Assessment and processing of refunds
The stage of work will be determined from LABORWORK's date- and time-stamped records, such as document review history, system data entry history, case status updates, proof of official submission, appointment confirmations and payment receipts.
To request a refund, the customer must provide the name of the customer or worker, the case or service reference number, proof of payment, the reason for the request, and bank account or payment channel details where required.
LABORWORK will normally assess a complete request within 7 business days, and will normally process an approved refund within 14 business days from the date of approval. The time for funds to appear in the account may depend on the bank or payment service provider. Refunds are generally made to the original payer or through the original payment channel.
